If you have been hanging around this particular girl and haven’t had the courage to ask her for her telephone number, here are some of the ways you could add the girl phone number in your “little black book”! The ’straightforward approach’ works most of the time. Asking a mutual friend for her number is another way of getting it. You could always say that “so and so asked me to call you and ask you if you were interested in joining you’ll for a drink…etc”

Usually you will get her to pick up, because nowadays people only use cell phones. Though if her roommate picks up, this step will help with comfort.
No long story about how you wanted to chat with her and make plans or anything like that. Which leads me to my next point, if she does pick up make sure you have a game plan. You should never call just to chit chat. Make sure you are talking clear, no mumbling or brain farts; just be as concise as possible.
